Crisscross two pipe cleaners and twist them together.

Add jingle bells to each pipe cleaner using the circular opening near the top. Keep adding them until you have a few inches left at the top.

Twist all four pipe cleaner ends together to close them and create a small hoop for hanging.

Attach a matching ribbon for some extra color.
