Sprinkle the yeast over 1/3 cup of warm water in a large bowl. Stir in the sugar and let it stand for about 5 minutes.
Combine together in a medium bowl: cold water, oil, salt, garlic salt, oregano, and 1/2 of the flour. Add this mixture to your yeast mixture.
Add the rest of the flour. Knead the dough by hand or with a handheld mixer until it is smooth.
Let the pizza dough rise until it doubles in size. Usually takes 1-1 1/2 hours.
