To start, crisscross two pipe cleaners and twist them together.

Add jingle bells to each pipe cleaner use the circular opening near the top. You will need 4-5 bells on each arm of the X. Keep adding them until you have a few inches left at the top. Be sure to push the jingle bells down as you go.

Twist all four pipe cleaner ends together to close them and to create a small hoop for hanging.

Attach a matching ribbon for some extra color.
